RICHMOND - Governor Bob McDonnell announced today that Dove Vinyl Windows will invest $2 million to open a manufacturing operation in Pulaski County. The project will create 100 new jobs.

Speaking about today’s announcement, Governor McDonnell said, “Dove Vinyl Windows has come a long way from the small company founded in Pennsylvania 65 years ago. Pulaski County is a strategic location for the company’s first Virginia operation, offering an available manufacturing facility that meets the company’s needs. The new location provides competitive advantage for Dove to meet its customer’s timelines from product manufacture to order delivery. I congratulate Pulaski on 100 new jobs and its newest corporate partner.”

“I am confident that Dove Vinyl Windows will find success in the Commonwealth and Pulaski County,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “The company has a long and rich history, and apropos to today’s environmental concerns, focuses on green technologies to save energy usage.”

Father and son Phillip and Nathan Dove originally established Dove Industries Inc. in 1945 as Dove Venetian Blind Company in North Hills, Pennsylvania. In 1972, the company name was changed to Dove Vinyl Windows, Inc. Also starting in 1972, the company began to slowly phase out of the retail segment of the business and focus its marketing strategy on the manufacturing end of the aluminum business. By 1980, the company was under the joint leadership of brothers Bruce and Eric Dove. Today, Dove Industries is a major player in the vinyl window industry. Dove Vinyl Windows has grown from a base of zero vinyl window production in 1987 to more than 16,000 windows by the end of 1988. In 1996, the youngest brother, Ron Dove, and the fourth generation of Doves, Bruce Dove, Jr., added their expertise in expanding the company to the next level. Currently, Dove Industries produces approximately 170,000 vinyl windows per year. Since 1987, Dove Industries has grown to a multimillion-dollar company.

“The southwest corner of Virginia was chosen as an expansion location due to its proximity to our current customer base and with ideas of further territory expansion,” said Bruce Dove, Jr., General Manager, Dove Vinyl Windows. “The highway system is ideal for distribution of our products. Moreover, the New River Valley has shown us that they have a labor force that we can partner with and succeed. It also should be said that the professionalism of the economic development team in Virginia is second to none. From the state level and the New River Valley Economic Development Alliance to the county level, Virginia should be proud of the team they have in place to make a project like this happen. Speaking for everyone in the Dove organization, we are very excited about this opportunity.”

The Virginia Economic Development Partnership worked with Pulaski County and the New River Valley Economic Development Alliance to secure the project for Virginia. The company is eligible to receive state benefits from the Virginia Enterprise Zone Program, administered by the Virginia Department of Housing and Community Development. The company also may be eligible to receive a Major Business Facility Job Tax Credit. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance (VDBA) will provide funding and services to support the company’s recruitment and training activities.

Pulaski County Board of Supervisors Chairman, Joe Sheffey, voiced his appreciation, “Dove Vinyl Windows decision to expand its operations to Pulaski County and to employ 100 persons provides a much welcomed boost to our local economy. Their ‘green technology’ products complement our ongoing mission to diversify our economy as we recover from this recession. We sincerely appreciate Dove Vinyl Windows’ commitment, the assistance of the Virginia Economic Development Partnership, the initiative of the New River Valley Economic Development Alliance, and the dedication of the County economic development staff.”

RICHMOND - Governor Bob McDonnell announced today that Guardian Industries will invest $2.1 million to expand operations at its Consolidated Glass & Mirror facility in the City of Galax. The project, which involves a new solar energy product line, will create 40 new jobs.

“Consolidated Glass has been an important part of the Galax economy for more than 30 years,” said Governor McDonnell. “This expansion is important for the new investment and jobs it creates in the community, and because it comes in a major growth industry. Virginia has declared the energy industry a key target sector going forward and we appreciate that this Virginia company is expanding into the solar energy business.”

“Forty new jobs will have a significant impact on the Galax community,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “It is exciting to see a Virginia company involved in green innovation, and we are proud that Guardian Industries will manufacture this important product in Galax.”

Founded in Galax in 1979, Consolidated Glass & Mirror Corporation became a subsidiary of Guardian Industries in 1992. Guardian currently has 28 float glass lines and 13 glass fabrication plants around the world. The expansion in Galax will enable the company to produce specially coated mirrors used in the technology of concentrating solar power (CSP), a type of solar thermal power. The mirrors track the sun and radiate its energy onto a central receiver, creating the power equivalent of hundreds of suns. That power is used to vaporize water into steam to power a turbine for the generation of electricity.

“Guardian and Consolidated have a long history in Galax, and we are excited to expand our operations here,” said Dennis Carroll, Plant Manager. “This is a pro-business community with a great workforce. We appreciate the assistance from the Commonwealth, the City of Galax, and Virginia’s aCorridor in making this project a reality.”

The Virginia Economic Development Partnership worked with the City of Galax and Virginia’s aCorridor to secure the project for Virginia. The Virginia Tobacco Indemnification and Community Revitalization Commission approved $100,000 in Tobacco Region Opportunity Funds to assist Galax with the project. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance will provide funding and services to support the company's recruitment and training activities.

“On behalf of the Virginia Tobacco Commission we congratulate the City of Galax on a great win,” said Roscoe Reynolds, Commissioner, Virginia Tobacco Indemnification and Community Revitalization Commission. “We are pleased that the Tobacco Commission could offer assistance to ensure that Guardian will stay and thrive in Virginia.”

“The expansion of Guardian Industries in Galax is exciting news,” said Galax Mayor C.M. Mitchell. “Helping our local industry succeed is the surest way of revitalizing our economy. The addition of 40 jobs recognizes the ability of our citizens to produce an excellent product for the solar technology industry. This project puts Guardian at the forefront of green energy development.”

RICHMOND - Governor Bob McDonnell announced today that A-T Solutions Inc., a global industry-leading anti-and counterterrorism professional services firm, will invest $1 million to expand its operations in Spotsylvania County. The company’s clients include the departments of Defense, State and Justice; the Department of Homeland Security; the intelligence community; state and local law enforcement; and international clients. The company is expanding into a new building to support continued growth of the company, and over the next 24 months will create approximately 100 new jobs at this location. Since 2008, A-T Solutions has already hired 100 new employees to support its growing operations in this area. Lieutenant Governor Bill Bolling joined business and government leaders today on the Governor’s behalf to announce the project and participate in the ribbon-cutting.

Speaking about today’s announcement, Governor McDonnell said, “A-T Solutions is a Virginia-based company headquartered in Tysons Corner with two additional locations in the Commonwealth. This operation in Spotsylvania County is growing so rapidly that the company required more space to support its expansion. The company has also built a training facility that will provide mission-critical counterterrorism training to military, law enforcement and homeland security teams. A-T Solutions is an impressive company that keeps our nation safe and secure, and it has received numerous awards, including recognition as one of the fastest growing companies in Virginia and the U.S. I look forward to the continued partnership between the company and the Commonwealth that allows A-T Solutions to thrive.”

“Creating jobs is the top priority of this Administration,” said Lieutenant Governor Bolling. “Sometimes we do that by attracting new business and industry to our state, and sometimes we do that by helping an existing business grow and expand in Virginia. We are delighted that A-T Solutions has agreed to place this new facility in Spotsylvania County. Their decision will result in at least 100 new jobs for the people of Virginia and significant capital investment. We were pleased to work with A-T Solutions and our local economic development partners to make this project possible.”

“This impressive company has achieved more than 230 percent growth over the past three years,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “A-T Solutions has benefited from the existing workforce in Spotsylvania County and the ability to recruit the men and women who are separating from the military at Virginia's multiple bases. Notably, the company’s rapid growth exceeded its current space and demanded the need for this significant expansion.”

A-T Solutions Inc. is one of the industry’s leading anti- and counterterrorism professional services firms. Acquired by CoVant in February 2008, the company provides a full spectrum of training, technology, intelligence and mission solutions that protect people, infrastructure and nations from terrorist threats. A-T Solutions currently employs more than 500 professionals, is based in the Tysons Corner area of Vienna, Va., and has offices in Fredericksburg and Virginia Beach; San Diego, Calif.; Niceville, Fla.; Boise, Idaho; and Anacortes, Wash.

“Virginia has been an excellent home for A-T Solutions,” said Dennis Kelly, A-T Solutions president and CEO. “We have received tremendous support for our business growth at the state level as well as locally, and additionally, the quality of the workforce, the high standard of living, availability of great colleges and universities from which to recruit, and proximity to centers of defense, homeland security and government have all played a part in our success.”

A-T Solutions was recently recognized as one of Virginia's fastest growing companies by the Virginia Chamber of Commerce. The company was also ranked for the fourth consecutive year on the Inc. 500/5000 list as one of the fastest-growing companies in the U.S. In November, A-T Solutions was awarded the "Contractor of the Year" award in the $75-$300 million revenue category at the 8th Annual Greater Washington Government Contractor Awards and also received the GovStar "Star Warfighter" award from Smart CEO magazine and the law firm Sheppard Mullin.

The Virginia Economic Development Partnership worked with Spotsylvania County to secure the project for Virginia. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance (VDBA) will provide funding and services to support the company's recruitment and training activities.

“Spotsylvania County recognizes and appreciates the significance of the investment that A-T Solutions has put in both our County and its workforce,” said Gary F. Skinner, Chairman of the Spotsylvania Board of Supervisors. “We are fortunate to have A-T Solutions in our community and will continue to build on this strong relationship. Expansions such as these prove the importance of focusing not only on new businesses but existing business as well. The Board of Supervisors and County continue to be aggressive in efforts to promote the business- friendly climate that Spotsylvania has to offer and the County’s commitment to continuing those efforts once a business has decided to locate here.”

The operation provides research and development services and clinical trial services for drug development. The project is expected to create 190 new jobs over the next three years.

“PPD is a rapidly growing company that provides the invaluable service of drug research and development,” said Governor McDonnell. “This major expansion will continue to position PPD as a strong player in the life sciences industry, a target industry for Henrico County, the Greater Richmond region and the Commonwealth of Virginia. Not only will the company create 190 new jobs, the average salary for those jobs will be higher than the prevailing average wage for the region. I look forward to PPD’s continued success in Virginia.”
Q
“PPD chose to expand at its Henrico County facility due to the quality of the current employees and the skilled workforce available in the region,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “With this significant investment and new job creation, PPD ensures that its future business prospects are bright and further growth is likely.”

The Virginia Economic Development Partnership worked with Henrico County to secure the project for Virginia. Governor McDonnell approved a $150,000 grant from the Governor’s Opportunity Fund to assist Henrico County with the project. The Governor also approved $500,000 in a performance-based grant from the Virginia Investment Partnership (VIP) program, an incentive available to existing Virginia companies.

“PPD’s decision to establish their Dabney Road facility as a ‘Center of Excellence’ and add 190 professional jobs is wonderful news,” said Patricia S. O’Bannon, Chairman of Henrico Board of Supervisors. “In such a competitive economic environment, this announcement confirms that Henrico County offers a high-quality workforce and a pro-business climate in a community with the quality of life necessary to attract talent from anywhere in the world.”

RICHMOND - Governor Bob McDonnell announced today that Solution Matrix, Inc. (SMI), a leader in cold-therapy products for the health care industry, will invest $2.25 million to relocate its headquarters and manufacturing operations from Pennsylvania to Franklin County. The company will construct a 25,000-square-foot facility in the Franklin County Commerce Center, creating 80 new jobs within three years.

“Solution Matrix is a great addition to the corporate partners located in the Franklin County Commerce Center,” said Governor McDonnell. “After a competitive search the company determined that Franklin County offered the right business climate and access to its target market. I am pleased that the company will offer 80 new jobs that pay above the average prevailing wage for the locality.”

“The Commonwealth is fortunate to gain another health science company’s headquarters and manufacturing operations,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “SMI’s products are instrumental in the recovery and progress of orthopedic patients, and will soon be reaching patients in Franklin County.”

“This decision is critical to the future of our company, and our analysis proved that Franklin County, Virginia is the right partner to help us meet our growth goals,” said Keith Marshall, President and CEO of Solution Matrix.

The Virginia Economic Development Partnership worked with Franklin County and the Roanoke Regional Partnership to secure the project for Virginia. The Virginia Indemnification and Community Revitalization Commission approved $150,000 in Tobacco Region Opportunity Funds for the project. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance (VDBA) will provide funding and services to support the company’s recruitment and training activities.

“Solution Matrix is a growing business and market leader," said Charles Wagner, Chairman of the Franklin County Board of Supervisors. "It is the kind of state-of-the-art company we seek to attract to Franklin County, and our community is pleased to welcome another health science company to the Commerce Center."

“I am honored to be a part of the Tobacco Commission,” said David Cundiff, a member of the Virginia Tobacco Indemnification and Community Revitalization Commission. “As an organization that strives to bring jobs and revitalization to the areas of the state that are declining and deserving of these monies, it is gratifying to help win companies such as Solution Matrix.”

RICHMOND- Governor Bob McDonnell today announced that semiconductor manufacturer Micron Technology, Inc., will invest $56 million to increase memory chip production at its Manassas facility. Lieutenant Governor Bill Bolling joined business and government leaders today on the Governor’s behalf to announce the project, which will create 123 new jobs.
Speaking about today’s announcement, Governor McDonnell commented, “Virginia has declared advanced manufacturing a target sector and we are honored to have this vibrant semiconductor manufacturer not only operating in the Commonwealth, but experiencing continued success. Corporate growth validates the importance of a stable environment and competitive business costs, and we are pleased to have a global leader like Micron creating jobs in Virginia.”

Lieutenant Governor Bolling added, “I am delighted that Micron has decided to expand production at their Manassas facility. This expansion will result in significant capital investment and more high paying jobs for the people of Northern Virginia. Micron has been a valued corporate citizen of Virginia for a number of years, and this expansion shows their continuing commitment to the Commonwealth. It also shows that Virginia continues to be a great state for technology and manufacturing related businesses, which are both targeted sectors for our future economic development efforts.”
“Virginia competed globally for this project. Micron’s decision speaks volumes to the company’s confidence in Virginia and our strong workforce,” said Virginia Secretary of Commerce and Trade Jim Cheng.

Micron Technology, Inc., is one of the world's leading providers of advanced semiconductor solutions. Through its worldwide operations, Micron manufactures and markets a full range of DRAM, NAND Flash and NOR Flash memory, as well as other innovative memory technologies, packaging solutions and semiconductor systems for use in leading-edge computing, consumer, networking, embedded and mobile products. Micron's common stock is traded on the NASDAQ under the MU symbol.
“Micron enjoys a strong relationship with Virginia, and we applaud Governor McDonnell and the Commonwealth for helping foster an environment where our business and team members can thrive,” said Steve Appleton, Micron CEO and Chairman.
The Virginia Economic Development Partnership worked with the City of Manassas to secure the project for Virginia. Governor McDonnell approved a $500,000 grant from the Governor’s Opportunity Fund to assist Manassas with the project. Governor McDonnell also approved a $1 million performance-based grant from the Virginia Investment Partnership (VIP) program, an incentive available to existing Virginia companies. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance (VDBA) will provide funding and services to support the company's recruitment and training activities.
“In the midst of these challenging economic times, we are proud that here in Manassas Micron continues to innovate and manufacture products that will power our global future,” said Harry J. Parrish, II, Mayor for the City of Manassas. “We share Micron’s optimism about the future of American ingenuity and the quality of our well educated and talented local workforce. Thanks to our city’s joint efforts with the Virginia Economic Development Partnership and Governor McDonnell, we look forward to continuing a long and fruitful partnership with our corporate neighbor.”

RICHMOND - Governor Bob McDonnell announced today that ICF International, a global professional services firm, has agreed to renew and expand its corporate headquarters in Fairfax County. ICF is expanding its leased office space to 300,000 square feet for the next 12 years. ICF's commitment to Fairfax County will result in the investment of $20 million to improve and re-equip its headquarters location. The company also plans to create at least 400 jobs over the next three years in Virginia.

“ICF International has a strong presence in Virginia, and is one of the many major companies who call the Commonwealth home to its corporate headquarters,” said Governor McDonnell. “ICF employs a large number of Virginians, and Fairfax County offers an available building that the company can modify to accommodate growth. With this significant investment I am confident that ICF will continue to find that Fairfax provides a business location in line with the company’s ever-growing consulting activities.”

“Fairfax County is a perfect fit for ICF International’s professional services headquarters,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “Adjacent to the heart of the U.S. government, with this expansion ICF will increase access to its current and future customers.”

ICF International (NASDAQ:ICFI) partners with government and commercial clients to deliver professional services and technology solutions in the energy and climate change; environment and infrastructure; health, human services, and social programs; and homeland security and defense markets. The firm combines passion for its work with industry expertise and innovative analytics to produce compelling results throughout the entire program life cycle, from research and analysis through implementation and improvement. Since 1969, ICF has been serving government at all levels, major corporations, and multilateral institutions. More than 3,500 employees serve these clients worldwide.

“As a professional services firm, ICF International maintains its global headquarters in Virginia, as the Commonwealth offers the best combination of a robust economy, a pro-business climate, a high-quality workforce, an efficient transportation infrastructure and an outstanding quality of life for ICF employees,” said Sudhakar Kesavan, Chairman and CEO of ICF International. “Virginia has long been known for its ability to attract and retain businesses. ICF is both pleased and proud to call the Commonwealth its home.”

The Virginia Economic Development Partnership worked with the Fairfax County Economic Development Authority to secure the project for Virginia. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance (VDBA) will provide funding and services to support the company's recruitment and training activities. The company is also eligible to receive a Major Business Facility Job Tax Credit.

“ICF International is a major employer in Fairfax County and we are delighted to have the opportunity to work with the company as it grows,” said Gerald L. Gordon, Ph.D., President and CEO of the Fairfax County Economic Development Authority (FCEDA). “Professional services companies such as ICF can tap into one of the best-skilled workforces in the world, and their growth here adds to the momentum of business activity we enjoy in Fairfax County.“
